ssh tunneling and irc clients

Hi I'm new here, and I hope that I'm not making any trouble ... today I tried to do ssh tunneling and I would keep getting outputs like this: channel 4: open failed: administratively prohibited: open failed
continuously ... I dont know if port fowarding is allowed and if it's allowed what ports can be use?
The second question can I use irc clients and if yes what are they?

I don't have a problem with IRC Clients, and have installed irssi on the server.

If there are any other clients you'd prefer, feel free to post them in the desired features/packages thread.

irssi client is good enough for me and thanks so much for installing it.
